Research On Trust Relationship Between Government And Non-profit Organizations

With the tremendous changes of social environment, Our country is facing the whole social structure and the full range of public affairs governance mode. Public affairs governance mode from "government take on everything" gradually transition to the government and organizations establish the colleague relation with public behavior main body, namely common governance mode diversification. Among them, the non-profit organizations in the field of public sector increasingly play an important role. The non-profit organization is an important force to participate in the public affairs administration, which is playing an increasingly important role in the field of public life. Therefore, the trust relationship between government and NPO has subjected to the attention of academia. However, trust relationship model between government and non-profit organization is still forming due to various reasons. The trust between government and non-profit organization remains relatively low in practice. The interactive cooperation between them is seriously hindered, limiting development of the non-profit organization.The impact of the trust between the government and NPO on the society and organization can’t be neglected. In this essay, based on literature analysis method, the theoretical analysis framework is built by stating the trust relationship. Through analyzing the types of trust relationship between government and non-profit organization, the paper explores the reasons and bottlenecks. In view of the premises and motives of building trust relationship between the local government and non-profit organizations, a new trust relationship model will be established.In this paper, through a case study of Shanghai Integrated Circuit Industry Association, on the basis of framework of the trust relationship between government and non-profit organization, the study analyzes the types of trust relationship and draw the following conclusion:the trust relationship between the SICI Association and the government are mainly considered as Deterrence based trust relationship, Emotion identification based trust relationship, Rational game model trust relationship. At the same time, the paper summarizes the order of various relationship, which starts from Deterrence based trust relationship, followed by Rational game model trust relationship and Emotion identification based trust relationship. The premise of the trust relationship between government and non-profit organization is identification, noumenon demand, trust, reliability factors. Trust motivation is reciprocity and win-win, low risk factors; New mode in the trust relationship between government and non-profit organization’s identity-cultivation of trust relationship, multiple positioning trust relationship, type network capital trust relationship and contract value trust relationship. Trust relationship between the government and NPO is on the basis of internal and external authentication of identity and trust relationship between influencing factors. From that point of view, the relationship between the government and NPO show a new model to achieve mutual interest. As a result, the paper proposes several operational advice, which provides rich resources support to improve overall efficiency of the relationship between government and non-profit organizations.
