| In recent years, the problems on social fairness are more and more prominent,and those problems in the area of income and distribution have been the focus ofattention. As an important part of social income and distribution, civil servant salarydistribution plays an important role in guiding the social fairness. Furthermore, theconstruction of civil servant salary fairness is an important action conforming to thebasic requirement of social fairness in building socialism with Chinesecharacteristics. Therefore, the civil servant salary fairness has been in great socialcontroversy.The representations of civil servant salary fairness problems in our countrycontain low level, huge income gap in different departments and different regions.The appearance of the problems in civil servant salary fairness is an essential stagein the development of civil servant system under the economic and socialbackground of primary stage of socialism in China. So, the balanced development ofregional economic and the improvement of economic level are the major economiccountermeasures to solve the problems on civil servant salary system fairness.Depending on Rawls’s justice theory, the institutional reasons of problems offairness on civil servant salary system are reflected in procedural justice, equality ofopportunity and reasonable difference three aspects. Depending on the principle ofprocedural justice, there are four reasons of unfairness on civil servant system in ourcountry lying in the lack of legal support during the establishment and managementof civil servant system, the lack of neutral policy makers on civil servant salary, thelack of feasible countermeasures and the lack of transparency. Depending on theprinciple of equality of opportunity, the reason of unfairness on the distribution ofcivil servant salary among different departments mainly lies in the unbalanceddistribution of opportunity. Depending on the principle of reasonable difference, thereasons of unfairness on the distribution of civil servant salary among the regions liein the unreasonable structure of civil servant compensation and the lack ofconsolidated allowance system. Hence, through analyzing and referring to theexperience of the domestic and foreign reform on civil servant salary system,propose to realize the procedural justice of civil servant system by makinglegislation on civil servants salary system, cultivating neutral decision makers ofcivil servants salary system, perfecting the feasible countermeasures and enhancing the transparency of civil servant salary system. Propose to ensure the fairness oncivil servant salary distribution among departments and regions by balancing theopportunity on salary distribution, ensuring the reasonable design and formulatingthe uniform allowance system. |
