The Research On Low Carbon Government Public Consumption

When Chinese people are struggling to build our dream, the government isdeepening the reform to modify the administrative system and build the beautifulChina. In a long time the governmental public spending has a lot of problems such aswaste, consumption at will and bringing about pollution. Those problems not onlyresult in national finance waste, but also harm the sustainable development. Thesituation of being criticized by the public urges the government to propose solutionsfor the governmental public spending. Now low carbon economy and low carbondevelopment has become a social consensus, with the low carbon consumption toguide, building the government official system of low carbon consumption is aneffective method of solving the governmental public spending problems. Therefore Iwill explore the solutions in this paper.I use literature analysis method, the qualitative analysis method, normativeanalysis method and comparative research to write the paper. At first I introduce theresearch background, significance, research methods, innovation points and referenceof this paper, and also the three concepts of government official public consumption,low carbon consumption, government official consumption in low carbonization, thefour theories of public choice theory, government responsibility theory, sustainabledevelopment theory, the zero-base budget theory. Then I analyze the main content ofmy paper which are present situation, existing problems and reasons of our countrygovernment public consumption, there are three problems and five reasons. With theforeign advanced experience of low carbon management and the lessons we can learnfrom the advanced experience abroad to our country, I put forward my opinions andsolutions for our country government public low carbon consumption The six pointscan be concluded to the consumption low carbon concept, the government laws andregulations of low carbon consumption, the government official consumption lowcarbon standard, the relevant system construction of government public consumption,the supervision of low carbon public consumption, and the government officialconsumption low carbon standard is the innovation point of this paper. At last Iaccomplish a complete logic paper.At present Chinese leaders demand the government authorities to be honest andsave, call on low carbon consumption and establish the consumption list system.
