The problems are mainthat the increasing population of elderly people, rural endowment mechanism with small andsingle function, lack of professional nursing staff, the low occupancy rate of rural nursinghomes and the low proportion of rural social endowment insurance and so on. These causesare main that the old pension values, the low income of the farmers, the lack of knowledge ofsocial endowment, the lack of government investment, and do not create a flexible way ofsocial pension and so on.To face the new requests of the pension problem, there are some proposals thatinnovating the family pension mode, expanding the content and form of the rural old-age,accelerating the development of rural economy, constructing an operation mode of rural socialpension that the government, market and social organization cooperate, establishing theintegration of urban and rural old-age security system and realizing the legalization of therural old-age security.
