Study Of Problems And Countermeasures In The Process Of"Converting The Village Into Community"

Since October2006the Sixth Plenary Session of the Sixteenth CCP proposed the building of a new socialist countryside, Rural communities across the country rapidly building. Each region has made a lot of achievements, and also there are many problems. As a pioneer of national reform Shandong, Also at the forefront of the construction of rural communities. June2010, Shandong ZhuCheng Municipal, the municipal government issued a document, Made the decision to revoke the area1,249administrative villages, and to establishment208rural communities. Since then, many city of Shandong succession to follow, a vigorous "converting the village into community " campaign begins. As a new phenomenon, The "village community",what has achieved success in the past few years? What problems and there? What is the reason which is causing these problems? How to improve the "village community"? It is the problem which this study to solve, and also the goal to achieve.This paper tries on the basis of previous research on the perspective of holistic governance, from a different point of view on a county typical village to study in-depth analysis of the pros and cons of its construction and development issues, and put forward corresponding countermeasures to supplement and improve the theory and practice of rural construction.The main idea of this paper reads as follows, can be divided into five modules:The first module:the background and significance. This section analyse the backgroud from aspect of policy, practical, social reflection, realistic path. To analyse the significance from the view of Academic value and feasibility. And then expound Domestic and foreign research on rural communities. After then, to state the objectives of the study, the contents of the study and the methods of study.The second module:The summary of "Converting the village into community". This section maily state the conception of community、Converting the village into community and self-organization. And then to analyse it’s significance and results achieved.The third module:The problems and reasons of "Converting the village into community". Since converting the village into community, What are the problems? This is the main target what I want to exlore. However, there are many problems exist. For example, the compensation policy is unreasonable, Infrastructure needs to be improved. For these problems, I explore the reasons behind them from the respect of Policy implementation and Local governments rely on land finance.The fourth module:The Countermeasures of "Converting the village into community". To solve the problems of Converting the village into community, I propose countermeasures. Such as to Formulate a reasonable compensation policy, Increase funding for infrastructure.The fifth module:Research Summary and Discussion section. In conclusion, this article focuses summarize the results of this study and to discuss relevant issues.
