Study On The Functional Transformation Of The Communist Youth League Under The Innovation Of Social Management

The Chinese Communist Youth League is a mass organization of advanced youth underthe Communist Party of China; it’s an important force to achieve national independence andprosperity of the CPC during the revolution, construction and reform. Under the reform anddevelopment has entered a crucial period, how the Communist Youth League organizationsunder the leadership of the Communist Party to better participate in social management, andservicing youth groups become an important issue for the new era of social managementinnovation. On one hand, the report of the eighteenth National Congress of the CPC states:"To strengthen enterprises, public institutions and social organizations in social managementand service responsibilities, and guide the social organization healthy and orderlydevelopment”. Facing the new situation and tasks, the Communist Youth League howhomeopathy transform its functions in the context of strengthen and innovate socialmanagement to better serve the community is the maximum power of this Paper. On the otherhand, changes with the development of economic and society, all kinds of social problems asthe social transformation process, and the incompetent of government in facing of the newproblem, led to the diversification and complicated social affairs require more governancepower participating in social affairs management activities. In academia, some scholars haveasked the Government to release the "limit" of the NGO to fully grow for participating insocial management. However, the growth of the NGO requires a certain process in order toachieve maturity, but now the time is not yet mature. There are two reasons: First, thesmall-scale of the NGO and their capability on the social management is limited. Second, thenewly established non-governmental organizations need more time to achieve the ability forparticipating of management, so that make expansion of NGO is not wise. For the abovereasons, to make use of existing social groups (in fact, we have been doing) has become animportant resource to expand social governance forces and aggregate social capital.
