Study On The Prevention And Cure Of "Spirit Slack" Of Party Cadres

Now “Spirit Slack”of Party Cadres endangers the prosperity of the countryand development of the Party which is not more an occupational disease than a kindof psychological and mental chronic one. Ignoring it will bring huge disasters. How toprevent ahead and cure in time is the key point of this article.This article contains four chapters and conclusion. Chapter one is introductionwhich mainly introduce research target, significance, domestic and foreign reviewsand concepts of “spirit slack”;Chapter two tell us the type, feature, causes anddamage. This part analyze the harm from the angles of macro view, middle view andmicro view on the basis of traits; Chapter three analyze the theory basis and historicexperiences. This part gives a historic overview of western demand and motivationtheory, restricting the power theory of Marx and the Chinese traditional officialsupervision thoughts then conclusions are summarized which has important referenceand inspiration for prevention and cure of “spirit slack”；Chapter four gives the rulesand paths for curing. By the problem of sorting, the thinking is clearer.“Threeconsistence”is necessary for cure including the consistence of reference andinnovation, prevention education and punishment, pertinence and effectiveness. Isuggest building architecture and method of prevention and cure by three aspects: theenhance of ideological eduction and party spirits, the innovation of systems andmechanisms, the construction of supervision system.The problem of “spirit slack”,the base is prevention and the key is punishment,So we should study toughly the construction of prevention systems from theatricalroots and treating practice and take measures by both defense and reprimand. Thiswill have theoretic and practical significance for higher administrative efficiency. Itcan not only enhance Party spirits and better governing ability but also cultivatenational spirits so that enhancing the national cohesion and enhance “soft power”and comprehensive national strength.
