Research Of Citizen Participation In Local Government Performance Evaluation

Since the beginning of1990s, the local government performance evaluation hasentered a new stage of development, citizen participation in local governmentperformance evaluation is a new trend. This is not only the essential requirement ofperformance management, but also the only route of democratic administration. In recentyears, some scholars in our country have been carried out new theories of citizenparticipation, but they can not meet the need of realistic development, especially thesmall and medium-sized city.Based on this, this article takes D city of citizenparticipation as a case study.To explain the present situation of citizen participation in local governmentperformance evaluation more objectively, I select investigation and study objects,designs questionnaire, analyses questionnaires from the aspects of civil subjects,government subjects, participation channels, security mechanism using basic knowledgesuch as management, administration, performance evaluation. By analysis, we find thatthere are many problems of citizen participation， the value orientation of“government-oriented” is still very obvious. Frankly, the value orientation of“government-oriented” is very different from the value orientation of “citizen-oriented”which is the needs of society development. So officials had better reach a consensus withthe citizens, that is to say, they should face the difficulties together, make great effortsfrom the aspects of remaking officials’ traditional ideas and behaviors, developing thesense and ability of citizen participation, perfecting the channels and constructingsecurity mechanism of citizen participation. Only in this way, can we improve the effectof citizen participation in local government performance evaluation.
