In economic globalization, the “intangible” hot, a symbol of the research ofnon-material cultural heritage, represents a wave of global cultural viewpoint in depthand breadth, which has commonly been considered as an issue by many countries,regions and international institution. However, with the economy development,manydeveloping countries are at a loss at the protection and development of the traditionalculture. The governments have strongly been aware of the balance of development ineconomy and culture protection. They begin to think that how to protect their owntraditional wisdom with ration and open mind, in order to better expand living spaceand develop mature competitive awareness of soft power in culture. As a country withlong and diverse culture, we are required by the unique historical culture that we musttake effective measures in protection of non-material cultural heritage. Otherwise,non-material cultural heritage will be eroded and gradually disappear for thelong-time lack of theory research in legislative practice.The promulgation of Intangible Cultural Heritage Law of The People’sRepublic of China in2011, represents a start of legal protection of non-materialcultural heritage in legislative way. It is urgent to adjust measures according to thelocal conditions and protect the non-material cultural heritage in different cities andvillages of different provinces. In recent years, The government of Meizhou cityhas attached much importance to that,but they still only make much efforts in theprotection of Festive Celebration and the work of naming application. There existproblems such as inadequacy of funds, grass-roots staff’s inefficiency in excavation,protection of intangible items, one of the result shouting in the losing of somevaluable recording.The article will analyze the related legislation and experience of China and othercountries. It selects the author’s hometown Meizhou as a prospect.From macroscopicto microcosmic way,from outside to insight, the author analyze the difficulties in theprotection of non-material cultural heritage, the defects and insufficiency and makesome suggestions in how to strengthen regional legislative protection effectively.This paper through field investigation,expect to make some research andexploration in a comprehensive protection mode,in which there are stuck in reformand change, reference with breakthrough and transcendence.The purpose is to lookforward to the topic.
