Administrative reconsideration and administration litigation, as the two mostimportant relief system to solve administrative disputes, they are aim to achieveremedy civil rights effectively. They have their own advantages and can not bereplaced by each other, when they interface and cooperate with each other effectively,and show their advantages, they are able to solve administrative disputes and protectcivil rights effectively. Currently, administrative reconsideration and administrationlitigation have many disadvantages in our country, which cause disconnections andconflict between administrative reconsideration and administration litigation, and failto play their own right relief function. Therefore, there are practical needs to studyand improve the cohesive mechanism of administrative reconsideration andadministration litigation in China.The article introduces more mature and effective cohesive models ofadministrative reconsideration and administration litigation in foreign country,according to the problems of the cohesive mechanism in our country, studying theircommon rule and useful experience which benefit to the cohesive model in ourcountry, in order to propose the principal and practical measures to improve thecohesive mechanism of administrative reconsideration and administration litigationin our country. Based on the conditions of our country and relevant legislation, thisarticle proposes the principal and practical measures to improve the cohesivemechanism of administrative reconsideration and administration litigation in ourcountry. This article also aims to realize the coordination and interaction of the twosystems, as well as effective remedy and protection of civil rights.
