China and India are the two biggest developing countries in Asia, when NGO in these two countries they have very similarly problems in their work of promoting women’s participation in village level government, this comparative study is about NGO promoting women’s participation in China and India under the theory of civil participation, the purpose of this study is to find out the more efficient way of civil participation, and learn lessons from unsuccessful cases and provide better suggestion to the future work of NGO promoting women’s participation in village level government.This study is guided by scientific outlook on development, under the theory of civil participation, and base on the demands of construction of new socialist rural area and the service-oriented government, and also with the present situation of Chinese women’s participation in village level government, and this study is across application of normative analysis, case analysis, system analysis, comparative analysis, and so on. This study is combined with the idiographic difficulty and hard situation of NGO participation in China and India, this study involves the present situation of infrastructure construction in rural China and rural India, and then make a tentatively research to the NGO participation capability in promoting women’s participation in village level government.This study has one introduction, three main body parts and one conclusion.The introduction includes the research motivation and the study significance, puts out the explanation of key concept, and puts out the commentary of the present situation of NGO promoting women’s participation in village level government, and forms the research frame, and introduces the creative innovation of this study.The first part of the main body of this study is a research to the basis practice of NGO promoting women’s participation in village level government. And also did a comparative research to the development history of it, and do the extrinsic motivation analysis, the internal motivation analysis and the analysis to the loss of power.The second part of the main body of this study is a comparative research to the NGO participation capability between China and India. And it is start with the extrinsic influence factor and the internal influence factor, and it’s not only compare the political factor, the cultural factor and the public influence, but also compare the motivation of NGO, the participation forms of NGO and the participation path choice of NGO to find the way to solve the problem of the loss of power in NGO.The third part of the main body of this study is to give the short-term advices and offer the valuable long-term suggestions, it’s includes the strengthen of the government support to the NGO participation, and the strengthen of the NGO capability building, and the reconstruction of the relationship between government and civics, and the development orientation of the further efforts to the NGO participation, and the purpose of all these advices and suggestions is to promoting the sustainable development.The conclusion offers the further orientation of the research.The creative innovations of this study are:(1) New vision. Now, most researches of NGO participation are independent researches focus on one or more cases, there are few comparative researches, and there’s no relatively comparative research, and also there’s no such a sustainable development model for NGO participation in village level government. Under the theory of civil participation, this study use the comparative analysis to do the research, it with the specific situation of China, and base on the case study, then find out the way to the sustainable development in the NGO participation. (2) Advanced analysis tool. Use the civil participation theory as the analysis tool and put it into a research model, and make the research in a very scientific way. (3) Combination of the theory and the practice. With various study support, and then transform the research into a model for NGO participation in promoting women’s participation in village level government.
