The research object of the study is a paper written in 2014. The paper is relevant to the development condition of the garment production sector in Kyrgyzstan, which provides the garment production sector in Xinjiang and the rest of China with reliable and timely reference.Adequate preparations have been made before the actual translation. For instance,looking up parallel texts, analyzing discourse type, comparing translation theories and referring to relevant theses. In light of the nature of the ST: non-literary informative text, the translator adopted functional equivalence theory to guide her translating practice and finally produced functional equivalence in the following levels: lexical level, syntactic level, discourse level and cultural level. In addition, various translation techniques such as semantic extension, conversion, combination, division,amplification, omission and restructuring, etc. are primarily used by the writer of the translating report in the translating process. There are seven parts in the translating report: Translation Study, Translating Procedures, Translation Theory, Application of Translation Theory and Translation Techniques, Difficult Points and Countermeasures,Deficiencies and Unsettled Problems as well as Conclusion.After finishing such a translating practice, the translator has a clear sense that translation is not only inter-lingual transfer, but cross-cultural transfer. Translation is the organic combination of deconstructing with reconstructing. There are numerous economically technical terms and non-standard expressions in the ST for the reason that the ST is involved in economic field and the writer of the ST is influenced by the negative transfer of his mother tongue. Although the translator has looked up parallel texts before the actual translation, there still exist many technical terms which are hard to be understood. Accordingly, in order to produce an adequate translation, the translator should bring translator’s subjectivity into full play to understand the ST thoroughly and adjust the non-standard expressions properly on the basis of adequatepreparation before the actual translation. In addition, deconstructing and reconstructing should be completed from the cultural perspective.
