With the continuous development of mobile technology and the expansion of mobile terminals including smart phones, applying mobile technology to education is a big trend. Both the learning environment and learning characteristics of students in higher vocational colleges are good to begin this kind of mobile learning. Mobile technology helps to meet the requirements to quantity and time in total English immersion. The mobile learning based on mobile technology creates a practical learning environment for high vocational college students and it is free and rich with no limit on time and space. It helps not only students’ practical ability in English but also their comprehensive quality because this mobile learning improves students’ ability to slove problems and study independently. Therfore, there is all-important significance in both theory and practice for studying this project.After the analysis of domestic and foreign research and defining the related concepts about mobile technology and mobile learning, this research explores the basic theories of mobile learning based on mobile technology. Combining the current situation of higher vocational college students’ learning and teachers’ teaching, the research explores the possibilities of applying mobile technology to high vocational college students’ English learning. After the summary of students’ reactions and questions to mobile technology, it proposes the suggestions on establishing feasible mobile learning strategies and mobile learning models, which are really suitable for stimulating students’ learning motivation and improving learning effect. With examples this paper analyses the implementation process of this English mobile learning mode. Finally, the research explores how the form and content of mobile learning affects the learning outcomes of students.This study provides actual reference for the innovation and design of teachers’ mobile-learning courses.The study increases the practical application case for the mobile learning theory. The study establishes the foundation for the further research and construction of mobile learning resources.
