The Ethical Review For The Recent Emission Pollution Right System Of Our Country

Emission right-the right to discharge pollution, is that within the limits allocated by Environmental Protection and Supervision Management Department and making sure there is not any harm to the public environmental right when using it, emitters have the right to emit pollution into the environment according to laws. The emission right institution is the general name of the achievement of all kinds of emission right, including getting emission right system, trading emission right system and supervising emission right system and so on.The original purpose of making emission right is to ease the relationship between human beings and the environment. So, the institution originally has deep and ethical meaning, which is based on anti- human-centrism and sustainable development concept. Humanism is its spirit instruction which keeps a balance between perusing environmental values and economic values as a replacement for one-sided pursuit of economic value. The first value of the system design is to realize the environmental injustice.Though the emission system carried out recently makes a great differences to the environmental protection, it has many disadvantages from the ethical aspect. There are three unreasonable parts. The first is measuring the total amount of the emission right by emission pollution base instead of the environmental capacity. The second is the compensations for environment and people affected by the pollution are unfair. The last is insisting on the economic priority principle which results in the irrational design about allowing emission, encouraging treating pollution and reducing emission.In our opinions, to improve the emission pollution right system of our country, we can ethically take the following measures. One is improving the ethical principles that the emission pollution right should obey such as sustainable development concept and justice rules. The second is perfecting the design of emission pollution right system such as reinstating the function and value of the right, strengthening the government’s main responsibilities, and perfecting the third-party organization to make up for the system arrangement in the compensation aspects.
