"Comprehensive Innovation" is a concept of cultural development, it is required that we need to take the advantage of favorable factors among numerous culture in order to realize the modernization of Chinese socialist culture, which represents the Marxist cultural ideas. The concept was first put forward by Mr. Zhang Dainian and inherited by Mr. Fang Keli. By integrating his own idea, Mr. Fang proposed the theory of "Marxism as spirit, Chinese Learning as subject, Western Learning as usage" which expressed his new thought of "Comprehensive Innovation". Not only has Mr. Fang always insisted on the cultural position of Marxism but also he drawn lessons from the reasonable elements of Chinese excellent traditional culture to explore the law of cultural development. After analyzing the relationship between the traditional concepts of "Subject" and "Usage" deeply, he concluded the advantages and disadvantages of the previous perspectives. Taking the essence to its dregs, he pioneered the ternary structure of "Spirit-Subject-Usage" to make a new interpretation of the typical Chinese way of thinking. The theory of Mr. Fang is markedly superior to other theories of Liberalism or Cultural Conservatism. The cultural idea of "Comprehensive Innovation” comes from Mr. Zhang Dainian, but the view of Mr. Fang also has peculiar theoretical characteristics. In essence, two viewpoint s are both the cultural claims of the Marxist "Comprehensive Innovation" School, it means that there exists no difference in principle. As a Marxist, Mr. Fang Keli’s theory differs from the "Innovation in reference to source point" theory of Modern Neo Confucianism. On account of the fundamental difference in their cultural positions, the two theories which represent different ways of cultural development are totally different essentially. From preaching the "Cultural Comprehensive Innovation Theory" to proposing the theory of "Marxism as spirit, Chinese Learning as subject, Western Learning as usage", Mr. Fang’s "Comprehensive Innovation" thought had experienced a process of inheritance and development. The reform of the theory makes the content and form more clearly, with effective explanatory power and scope of application. The result is owing to the perfection and optimization of the theory itself. To some extent, the process, a great example of the "Comprehensive Innovation" theory into practice, proved that it’s not only a important principle but also a specific method of operation and implementation. It is a completely new theoretical model which could be applied to culture and enormous fields.This thesis describes the development process of Mr. Fang Keli’s thoughts and theories. Compared with other theories, it analyzes the source and structure of the theory, and verifies its rationality and practicality. The conclusion is that this is an effective theory of cultural development with a certain practical significance.
