"The legend of King Qian" is a folklore about Qian Liu for prototype of character, the king of Wuyue State. It has been active in Linan, which is the homeland of Qian Liu, and around other regions such as Hangzhou and Haiyan from Song Dynasty. Meanwhile, the legend has a very brightly local feature, a very close relation to history, and much interaction with state power. In each period of the history time, different population from all social classes and even different areas, use the character Qian Liu as the center to tell the story of Qian Liu, which looks similar but changes all the time. In this cultural phenomenon of Qian Liu, he is a tyrant or a loyal minister. Sometimes he is also the Dragon King of the sea or a landlord. What’s more, he is a representative of mainstream values in the new times or a model for the traditional clan’s culture.Nowadays, "The legend of King Qian" further becomes a national intangible cultural heritage project. The legend has such diverse and ever-changing characteristics and has some limitations in the aspects of geography and history. All those makes the principles of intangible cultural heritage protection lead to some problems in the concrete work of protection, instead of pursuing the authenticity, integrity and production. However, the theory of Phenomenology, which is against essentialism, pays attention to immediate or intuitive maters and focuses more on the dynamic and generative feature, can provide a new and beneficial thought of the protection work of "The legend of King Qian". This includes many aspects, such as the overall grasp of the cultural phenomenon of Qian Liu, the diverse thinking of the text of "The legend of King Qian", and the reconstruction or restoration of the emotional relation between people and Qian Liu.
