Liu Laowei is the former dwelling place of the famous general of Huai Army, namely, Liu Mingchuan who is the first Provincial Governor of Taiwan region. The home is located in Mingchuan Township, Feixi country, Hefei. As the finest representative of embankment fort in Jianghuai region, it is the most well-preserved architecture site among the existing Huai Army embankment forts. As a result, it has great historic and scientific values and it also provides important substantial materials for the study of Huai Army embankment forts. Being the only "Communication base on both sides of the Taiwan straits" in Hefei, Liu Laowei plays an significant role in promoting the communication and cooperation between Hefei and Taiwan region. On May 25th,2006, it was dubbed "Major Historical and Cultural Site Protected at the National Level" by State Council. Structurally speaking, Liu Laowei shares some basic features of other embankment forts, that is, it is built along the water with ditches around the fort and using the river as its defense. The whole fort can be divided into the outer defense system and inner residential area. The outer defense system includes six parts, namely, (from the outside to inside) outer ditch, drawbridge, outer wall, fort barbette, watchtower, inner ditch and inner wall.The outer ditch and outer wall are connected by two drawbridges respectively in the east and south gates, which consists the first and the second defenses. After entering the outer wall, there is a path going around the fort, on which family retainers patrol night and day. The inner ditch and inner wall are the third and fourth defenses. The rigorous defense system guarantees the safety of people and property within the fort, and this ensures that the fort can last in the unrest years.Liu Laowei formerly has 300 buildings. Now the remains are one south gate (two floors, six rooms) and one gate house (one floor and three rooms), one south gate tower(two floors, six rooms), nine halls (nine family ancestral halls), one ZIYAOFANG (five rooms), one PANTING, including the inner and outer slates covered ditches, and both inner and outer walls. The fort keeps its old appearance well which makes it very valuable in cultural relic protection. Given that there are many remains of Huai Army nearby, it is very important for the study of Huai Army and tourism development. Currently, Liu Laowei is in the charge of Feixi County People’s Government, and related Key Cultural Relic Units have made special protection and development programs for it, hoping to make full use of Liu Laowei and protecting it.The writer took photos and written records about Liu Laowei and its surrounding area during the field research. Based on this, the writer made study about Liu Laowei’s use and protection through using literature, systematic research methods, interdisciplinary research methods, then the writer offers some advice.The paper has four parts:the first part is "introduction" which offers the background information for the study, the contents, purpose, significance, methods and literature review of the paper.The second part is "the comprehensive overview of Liu Laowei", which covers the area, environment, historic evolution and the nearby cultural relics. All the above provide necessary support for the study of Liu Laowei’s protection and utilization.The third part is "the layout and characteristics of Liu Laowei relic". This chapter offers an evaluation about the whole spatial structure, characteristics and an analysis of the important value of Liu Laowei.The fourth part is "the utilization and protection of LiuLaowei". In this part, the writer gives an analysis of its utilization and protection situation, pointing out the problems and offering some advice on its development.
