On The Party’s Rural Policy And Rural Social Stratification Since The Eighteenth People’s Congress Of The Communist Party Of China

In the late 1980 s,the issue of ‘agriculture,farmer and rural area’(as ‘Three Rural Issues’ for short) has gradually become a problem of public concern. Such as the large gap between urban and rural, rural social organizations are not perfect,the rural economy is unstable,the level of farmer’s income.etc.The report at 18 th Party Congress states that now the most important task in China is to solve the problem of agriculture development and farmers social security.General Secretary of the CPPC Xi Jinping has the issue that we’ve not only industrialization,information,urbanization, but also agricultural modernization and new rural construction.we need to get rid of urban-rural dual structure, promote the integration of urban and rural development, contribute the rural area as a beautiful home for farmer. ‘Three Rural Issues’ is related to the entire rural economic development and social stability, national prosperity, long-term stability.It’s not only an economic and social problem, but a political issue, and it has always been important issue foe the party and government. In the second session of the National People’s Congress, the Prime Minister Li Keqiang stressed: ‘Three Rural Issues’ is the most important work in our task,we must adhere to solve it in order to ensure national food security and increase farmers’ income and promote agricultural modernization. Thus, ‘Three Rural Issues’ relating to people’s livelihood. Since the reform and opening up, especially the 16 th CPC national congress, ‘No.1 documents’ are always concerned about ‘Three Rural Issues’.the policy such as financial subsidies, the new rural cooperative medical care, compulsory education, social welfare of migrant workers, poor precision.etc has brought enormous changes in China rural.With the changes in the rural economy and the social environment, the whole rural community is no longer the same agricultural laborers as before, the rural community is also showing a different class as the bonus of the market economy and reform.In the new period of systematic summary of Congress since the party’s rural policies and specific content,analysis present characteristics of rural social strata, presented the party’s rural policies in the implementation process the problems and solutions,theoretical and practical significance is very important, and it contributes to the development of policies for the future.The characteristic of this paper is to explore the influence of the party’s rural policies on the rural society in Tieling City, as the X town for example. The stratification of the profession as a starting point, the X town is divided into rural knowledgeable professionals, rural social management class,stratum of the managers of the township enterprises, private industry and Commerce and individual laborer stratum, peasant workers, agricultural laborers class six class. The first chapter, describes the background of the topic, the current stage of the theory and practice of research, elaborated the research ideas of this article. The second chapter gives a brief state about the relationship between the rural policies of the party and the different rural class. The third chapter takes the X town as an example, and expounds the current situation of the rural social stratification. The fourth chapter is the analysis of the role of the party’s rural policies in the rural social stratification. The fifth chapter elaborates the problems existing in the social stratification in rural areas and puts forward some suggestions.
