The core essence of a city lies in its culture. Culture construction plays a leading role in urban modernization and is of significance as well to determining future development, shaping urban identity as well as enhancing its cultural value. So the policy on culture construction works as a way of revitalizing the city not only to put restraint on local people’s lifestyles and behaviors in the country, but to gear the culture construction toward the path of prosperity of socialist culture.In 2013, Quanzhou city was granted the honor title,“East Asia City of Culture,” which brings enormous opportunities and challenges to the city. This is an unprecedented honor,but meanwhile a problem worth of pondering emerges: how the local government achieve sustainable development in line with policies of central government and how to mix the potential of local multidimensional culture and conservation of traditional culture to explore a cultural way of reforming the city and also set it as a sample nationwide.Referring to the domestic and foreign research results and practical experience, comprehensive research methods is related to culture, usting policy as the breakthrough point, and combined with the Quanzhou regional culture characteristics and the aim of research in Quanzhou, Aiming at the existent problem cultural policy, performance and characteristics, "Asian culture" construction process proposed the corresponding countermeasures and suggestions, namely paying attention to establishing scientific culture policy formulation mechanism, powerful cultural policy implementation mechanism, and effective cultural policy evaluation mechanism, according to the humanities, rule of law and share ideas in cultural policy.And establishing a comprehensive conservation mechanism of cultural talent in the name of the new Quanzhou history, which carries out cultural construction activity, the realization of the cultural city transformation, as well as provide reference for other similarengineering culture.
