Hunan Ta Kung Pao And The Local Autonomy In The Early Republic Of China(1915—1926)

Early years of the Republic of China, Chinese political situation was very chaotic,and civil wars occurred frequently, especially after the failure of“HongXian-monarchy”,China entered the warlord politics era, the Chinese relationship between the central and the local government have become unable coordination, thus the doctrine of decentralization was very prevalent.To consolidate the rule, the Beijing government called for continuing to implement local autonomy system, enacted a lot of autonomy statute, and written in the provincial system to the "Constitution of the Republic".At the same time, the local provincial advocated provincial autonomy,and proposed combining local autonomy, finally led to the province-union autonomy movement in Modern China which was started in Hunan and throughout the country.Provincial autonomy is the highest peak of local self-government since the late Qing Dynasty,which clearly required a division of power between central and local,is completely full of local autonomy, and is of great significance to break the warlord politics and cultivate the consciousness of people’s political participation.As the historic and adjective of the modern hunan daily, Hunan " Ta Kung Pao",since its founding date before the northern expedition, insisted on the newspaper’s purpose of "write according to the truth about things, put in a record all that is heard", as well as concerned about the development situation of local autonomy during the Early Republic.First, "Ta Kung Pao" publicized and interpreted the connotation and significance of the local autonomy thought by ad hoc columns and other forms,advocated government by the people,opposed the bureaucratic rule,and provided a public discourse platform for Mao Zedong and other representatives of the people to express their opinions, which effectively played its role to promote public.Second, this newspaper used a lot of space to reported the development situation of local autonomy practice, and promulgated timely the relevant statute of autonomy,in which the report of Hunan autonomy movement is the most comprehensive, it described the development process of Hunan autonomy movement,offered advice for hunan to enact provincial constitutionthe, and was bold in exposing and criticizing the problems of local autonomy practice,which greatly highlighted its supervisory role in guiding. Third, “ Ta Kung Pao” people that was persisted by LongJiangong, they personally involved in the movement,shouting and running for autonomy movement, to a certain extent, and promoted the rise and development of Hunan autonomy movement.This article attempts to summarize and sort out the news report of local autonomy thought in which Hunan “Ta Kung Pao”, discuss and analysis the relationship between Hunan “Ta Kung Pao”and the local autonomy thought, and in order to investigate the role of the modern media from the social development arising thoughts.Through analysis shows that the propaganda of Hunan "Ta Kung Pao",which is about local autonomy in the early Republic of China,has objectivity, times,local, and other characteristics,as well as embodies the patriotic feelings of “ Ta Kung Pao” people,has very important practical significance for modern social reform.Researching the local autonomy thought during this period,it will not only help us to understand the local Autonomy Thought of Mao Zedong and other people, but also help us to harmonize the relationship between central and local governments, which provides a useful reference for grassroots democracy of our country.
