The young senator James William Fulbright proposed a bill to use the proceed from selling surplus U.S. Government war property to fund international exchange between the U.S. and other countries in the U.S.congress shortly after the Second World War. In 1946,President Harry S. Truman signed the bill into law, Fulbright Program which began implementation. The first country to sign agreements was China in 1947, More and more countries have participated in the Fulbright Program since then, Now it covers the majority of the world’s countries and regions Which become the most important International educational exchange programs in the world’s. The Fulbright Program was an attempt to promote peace and understanding through educational exchange, But the program has deviated from the purpose during operation which Become a tool of cultural output for America.Why Fulbright Program to achieve such great success, One reason is that America’s superpower status, But its operating mechanism also plays a vital role.This article include three parts: the foreword, text and conclusion. The foreword section briefly describes the reasons for meaning, topics of research status at home and abroad. The text is divided into four chapters, The first chapter analyzes the historical background of the formation of the Fulbright Program; The second chapter is to introduce the operational organization and content of the Fulbright program; The third chapter describes the development situation of the Fulbright Program, the operating characteristics and problems; The fourth chapter mainly take China as an example to discuss the specific operation of the Fulbright Program. The fifth chapter is evaluation of the Fulbright Program; The conclusion is mainly discusses the influence of the Fulbright Program.
