This paper defined the "marginal group" of Jingdezhen "immaterial heritage" inheritor as the inheritors who making porcelain upstream process and making porcelain auxiliary tools. They are indispensable part of Jingdezhen immaterial cultural heritage of traditional hand-making porcelain craft, but it is not familiar to the mainstream society, hidden in the fringes of society, remain unknown, struggling for life, skills are endangered to vanish.Inheritor of "marginal group" could be divided into two categories. One kind was included in the Jingdezhen immaterial cultural heritage representative director. The national policy pose quite limited effect of support and protection although they have included in the directory, and the inheritance remain difficult; The other kind has not included in the representative inheritance directory, they are socially weak and ignored by the society. The first cause of the formation of "marginal group" is social reason. After planned economy system turned to market economic system, the gap among different type of works and the gap between people shows up.Government allocated more resources to the "elite group" whom in the center of social power when they protect immaterial cultural heritage inheritors.Through the analysis to the cases of "marginal group" of inheritors and arguments to the related point of view. It can be concluded that the "marginal group" of Jingdezhen "immaterial heritage" inheritors require concern and care of the society and the support of government, no matter from the perspective of the inheritance of integrity to craft process, the remain of the diversity of cultural biologic or the angle of humanity care to the people who’s in need. It can not completely follow the idea of free choice in market economy and of social evolution then leave them to perish of themselves.Perhaps government should make its allocation of funds more reasonable.
