Poverty has always been widespread concern by countries around the world, the United States as the world’s only superpower today is no exception. The federal government attaches great importance to the existence of poverty, and really takes some effective measures to solve it since the 1930s, the implementation of the New Deal lead Americans out of the economic crisis. In the 1960s, the living standards of the people of the United States began to change dramatically, The whole country from the electrification era entered the technology and digital era gradually, but not all Americans shared the rapid development and material prosperity, many places of the country still mired in poverty mire. During this period, the federal government was increasingly concerned about solving the problem of poverty and development of the backward area, a number of regional development bill passed, all kinds of regional development management institutions set up accordingly.Lyndon Baines Johnson is considered to be one of the greatest presidents in the modern history of the United States. In the spring of 1964,he went to the Appalachian heartland of Kentucky Martin county, and issued a call to "war on poverty",focused on the largest poor area of America——Appalachia, continued to push forward the Appalachian planning that the Kennedy administration failed to realize. On March 9th, 1965, the congress adopted the Appalachian Regional Development Act, on the same day, the federal government established the Appalachian Regional Commission, which set up a new mode of cooperation between federal and states. The bill authorized federal assistance to each state of the region, to invest heavily in the construction of the road network coverage, health facilities, schools, land reclamation, mining area, and the reasonable development of timber, the further development of farming, animal husbandry and tourism. The aims were to expand the regional economic opportunities, promote the new development of the economy.A series of measures have made significant achievement, but because of some ill-considered problems in the development plans, and the region fails to improve some intrinsic defects, so Appalachians want to get rid of the poverty and have a good life environment, the government still need to continue to develop and give aid to Appalachia, and adjust some polices according to the specific circumstances.
