At the beginning of Japanese colonial period, facing the suppression of revolts, Taiwan Governor was involved in trouble, so they discussed about selling Taiwan. After Goto Shinpei undertaken the civil affairs officer, he established Police-Baojia system, which stabled the social order in Taiwan, and laid the foundation of colonial rule of Japan.Based on a large number of Chinese and Japanese archives, just like archives of National Archives, Ministry of Foreign Affairs Diplomatic History Museum, Ministry of Defense Defense Research Institute and Official Compilation of Taiwan Governor, this thesis adopts literature analysis and interdisciplinary studies, and it shows the main experiences of Goto Shinpei and his principle of the rule, analyses the power source of Goto Shinpei, and the process of how Goto established Police-Baojia system and content of the system and also comments on the function and effect of the system in Japan’s colony.The first part of the thesis introduces Goto Shinpei’s lifetime before he became the civil service officer of Taiwan, the process and reasons of his taking office in Taiwan and his power foundation as a real governor. Besides, the process of how his political ideas were formed and his "Biological Therapy on Politics" are explained in details. He proposed "old habits" investigation which can be conducive to knowing the customs and convention of Taiwan, creating local colonial policies. One of them is Police-Baojia system.The second part about Police Politics implemented by Goto first introduces the reform of police in the early years of Japan’s colony in Taiwan, secondly probes into Police Politics during Goto period including the establishment of the system, recruitment of police and powers of police. Goto dispatched a large number of policemen to Taiwan from Japan to keep the order of the society, establishing police politics. Through his reform of local administration and bureaucratic system, the police became the real performer of administration across Taiwan. Meanwhile, he enlarged the number of police and improved their quality in order to play the role of police politics at full length.The third part about Baojia System first traces back the history of Baojia system, secondly analyzes the system established by Goto, ranging from its establishment and structure, Baojia meeting and group, and the function of local gentry. The fourth part evaluates the effect and influence of Police-Baojia System on politics, economy, society and Goto’s life. Goto combined police politics with Baojia System to penetrate every level of the society and control the local affairs, which exerted positive influence on Japan’s colony. He reformed the structure of Baojia System through which Taiwanese were restricted in the neighborhood under supervision and guidance of police and they could monitor each other through organizing Baojia group and holding Baojia meeting. Besides, Goto invited local gentry to offer proposals for colonial policies and the sustainable system.With Police-Baojia system, colonists ordered Taiwanese to exploit resources and construct infrastructure, laying foundation for exploiting resources for Japan’s economic development as well as contributing to Taiwan’s development. However, Police-Baojia system intensified the class differentiation and social conflicts, endangering the future colony in Taiwan. In a word, Baojia-Police system was one of the greatest political achievements made by Goto, and played an incredible role in Japan’s colony as well as his political career.Police-Baojia System laid foundation for Japan’s colony in Taiwan and had a significant impact on maintaining its colony, but it also brought distress and suffering to Taiwanese as they lost human rights and the island suffered from dishonor.
