The new round of common university undergraduate education assessment emphasizes the establishment and perfection of internal quality assurance system in colleges and universities. The focus of this assessment is shifted from the amount of teaching resources investment to the teaching results which include students learning outcomes. Students learning outcomes assessment has been one of the most important means of assuring the quality of education and an essential part of higher education quality assurance system.The research is conducted on the basis of the related theories about students learning outcomes assessment and by means of proper research methods like questionnaire survey. The research focuses on the learning outcomes of 201 undergraduates majoring in English Education in two chosen universities and their learning outcomes assessment methods in an attempt to reveal how well they master their professional knowledge and skills and how effectively those methods are used in assessing their learning outcomes.With the above efforts, this research draws the following conclusions: 1. Students have achieved the training objectives of the basic English knowledge and skills, while their oral English should be enhanced; 2. Students also have achieved training objectives of English pedagogical knowledge and skills, and at the same time, their practical knowledge and skills should be improved; 3. Summative assessing methods are more frequently used to assess their learning outcomes than formative methods, and some assessing methods like teaching practice, model teaching are rarely used; 4. The research shows some unique talent cultivation characteristics existing respectively in these two universities. Based on the above conclusions, this article tries to give the following implications: 1.while consolidating English language skills, especially oral English, to improve students’ ability of using English language and culture, such as cross-culture communication skill; 2.to improve students’ practical ability 3.to use appropriate and scientific assessing methods to assess students’ learning outcomes according to the characteristic of learning outcomes.
