At present, the construction of socialist culture power, enhance the national cultural soft power has risen as a national strategy. Cultural industry is full of ideas and wisdom of the industry. In today’s cultural market development, non-material cultural heritage also get effective protection and development. Linfen has a long history and spirit, the humanities ceremony, non-material cultural heritage resources is rich, is an important component of the tourism resources in Shanxi Province. Linfen city non-material cultural heritage protection work has made gratifying achievements,and there are21National projects such as Weifeng drum, Yicheng flower drum and so on,also it have114provincial projects including Houmacixiu and Fushanmuou drama and230municipal projects. Linfen has formed and is forming unique cultural chann. Linfen city established the independent non-material cultural heritage protection center in2008, it also set up non-material cultural heritage protection association in2010.By studying the intangible cultural heritage related theory, the relevant theory firstly, then makes an analysis of the key resources and the present situation of Linfen.Through the methods of literature research, field investigation,Inductive deductive and comprehensive study, we can explore the non-material cultural heritage existing problems of a protective tourism development and the relationship between the heritage protection and tourism development, and at the same time we can put forward some effective Suggestions and countermeasures for non-material cultural heritage protective tourism development of Linfen. The non-material cultural heritage of linfen protective tourism development put forward Suggestions and countermeasures, set up the five kinds of the travel mode. Conclusion:the non-material cultural heritage development and utilization of resources, must correctly handle the relationship between protection and development. Protection is the premise of development is the means, the development’s arm to better protect, in order to promote and stimulate the development of the further development of tourism.
