Research On Privy Council In YanYun Area Of The Early Jin Dynasty

In the early Jin Dynasty, Privy Council is the successful beginning after thefounding of Jurchen from primitive society to the feudal society. After theestablishment of the Privy Council GuangNing, Privy Council YanJing and themerger process of Privy Council Yan Yun, at last disappeared with the foundation ofProvince Yanjing Xingtai. In the districts it governed, the scope of its authorityinclude appeasing states, levying taxes, preparing military expenditure and theopening of the imperial. And it affects deeply in many aspects such as political,economic, cultural and diplomatic, and also laid the solid foundation of the futurereformation of the officials system.This article is divided into four chapters to discuss Privy Council YanYun in theearly of Jin Dynasty:The first chapter elaborates the background and the origin of Privy Council inthe early Jin Dynasty. After the foundation of Jin Dynasty, it marched south. In thenew areas it occupied, it implements their family system called Meng an MOU Kesystem. Due to the difference of economy, culture and the fierce restraint of newsystem, and in order to rule YanYun areas, Jin Dynasty established Privy Council aswhat Liao Dynasty did.The second chapter describes the evolution history of Privy Council YanYun.The Privy Council first established in GuangNing, and then founded in YanJing andYunZhong, the final they merged into one. It reflects the internal strife among the JinDynasty rulers, and also reflects the process of strengthen the centralization of power,the gradual abolition of extremely fierce system and the execution of Hanbureaucracy system. The third chapter discusses the organization and the subordinate relationship ofPrivy Council YanYun. By study on the constitution of government and officials, thearticle reveals how the internal structure of Privy Council and officials influencedthe policy formulation about Song Dynasty by the Jin rulers. After investigated therelationship of Privy Council with the General Office and the Department of StateAffairs, the article illustrates the affiliation, status and other agencies subordinationof Privy Council in the beginning of Jin Dynasty.The fourth chapter summarizes the functions of Privy Council Yan and PrivyCouncil Yun. Through the analysis of the activities of the Privy Council officials, thePrivy Council functions can be divided into political, military, economic anddiplomatic.In short, the Privy Council played an indispensable role in the governance ofthe YanYun region at the beginning of Jin Dynasty.And it created a precedent for theconstruction of political system of Jin Dynasty.
