National quality is a key element of the comprehensive national strength,we mustcultivate qualified citizen of the world in the era of globalization, the character is thecore content in the quality of people, must adhere to the first, the first character. Elitecolleges and universities is to cultivate talents and qualified as the base and the cradle ofthe citizens, the moral education in colleges and universities managementresponsibility and sacred. General trend of the modern university management isscientific and systematization, legalization and institutionalization and humanizationand democratization, standardization and refinement. Should promote moral educationmanagement more scientific and systematic, therefore, must make moral educationmanagement work more in line with the laws of school development, the educationteaching, students’ growth rule, overall planning, system thinking, and overallconsideration.The moral education status depends on the level of management. Moral educationmanagement is a development, which is dynamic and organic activities and process,involving all the factors of moral education, the mechanism of constructing andrunning is crucial. At present, as the management of environmental moral education incolleges and universities, object, content, method, means and so on, there wasa significant change of the original moral education management mechanism and modein the process of running a lot of problems and disadvantages, it has both historicalinheritance factor, restriction factors, reality is more problems inherent systems andmechanisms. Crack management many practical difficulties and problems, moraleducation in colleges and universities is an urgent need to further strengthen the management mechanism of the theory and practice of moral education research. Mustdevelop a rational reflection, find the breakthrough point and breakthrough,emphatically from the aspects of management system and mechanism, the systemimprovement and optimization, to further establish and improve the managementmechanism of moral education, to put the moral education goal, content, policy,carrier changed from virtual to real, put the system and mechanism of moraleducation,team,in change from soft to hard,continuously improve the effectivenessof moral education. This is the meaning of the study in this paper, based on the realityand the key.Based on the typical cases of Shenyang music college, through the school moraleducation management in colleges and universities teachers and college studentsrespectively through questionnaires and interviews analysis can be seen, the key linkof Shenyang music college moral education management level is low, there are still alot of school moral education management work, still have old school moral educationmanagement system and campus surrounding environment of moral education incolleges and universities management more difficult.In view of this, this study put forward a series of school moral educationmanagement countermeasures, so as to enhance the moral education of shenyanginstitute of music and the arts colleges management, improve the moral level ofcollege students. Main countermeasures include: to establish public opinionatmosphere, training system and the establishment of the moral education practice,gradually build up inside the campus moral education management system andstrengthen the supervision and regulation mechanism for the management of art collegemoral education, etc.
