And then, really focusing on the users’perspective to find out a sustainable value out off the function direction, and develop to the assessment of sustainable effect of macro-engineering design and planning issues in city’s public layout.This paper has analysis that every construction materials own the relevance with environmental relevance (which means the nature of field). But the engineering’s activities usually happened out off the function direction, and always neglecting the public effect, like the building’s environmental effect and even the ecological effect. Meanwhile, there is a time fault between the engineering’s activities and the creation, which means the engineering’s creation have the functional and environmental relevance effect after the engineering’s activities finished. Bringing in the users’perspective makes the engineering activists and the users can be integration, and makes the dialogue between the activists and the creation, makes more clearing out the activist’s responsibility while avoiding the hidden danger. The paper puts forward the ethical re-construction after the POE bringing into the engineering’s activities. One side, pointing out the sustainable and ecological responsibility out off the engineering’s function responsibility; the other side, the subject of the ethical responsibility will be spread from the activists, which makes the public’s voluntary of government, academic institutions and the public appearing. It is a key period for China developing urbanization. There is a great practical dilemma for POE implementing. In view of the important of sustainable strategy, it’s necessary to analyze the reasons of the POE implementing, clear out the problem of the public obligations default.
