After the popularity of basic education, how to improve basic education quality is a challenge which bothers education policy maker and educator. The United States is a typical educational decentralized nation, and its extravagant education management style in tradition led to different teaching standards between states. In addition to different education support of education, consequently, the nation’s education quality is uneven.The United States begins to strengthen standards and government intervention in education reform. President Bush signed No Child Left Behind Act on 8th Jan.2002, marking the beginning of a new reform. The major themes of this article contain three parts, background of the act, enacted and implementation of the act, effect of the act.First, this article studies the background of act was extension of education reform since 1950s.Under the influence of standards and equality movement, No Child Left Behind Act emerged.Second, this article reviewed the issues of the nation’s basic education in the late twenties, which is practical reason of the act. After President Bush submitted the proposal of the act to Congress, the House and the Senate had a discussion and negotiation.With Congress and Bush’s great effort to coordinate their disagreement, finally the act came out successfully. The article analysis basic contents and goals of this act.Finally, this article makes comprehensive evaluation of the act. States adjusted the act according real situation. According to the data of National Assessment Educational Progress(NAEP), the act has achieved remarkable results, but there are also many problems.Also, the article analysis the impact of this act.
