After the victory of the Anti-Japanese War, the national government returned to Shanghai.Lands used to be occupied by Japanese-the enemy and the puppet regime-were re-occupied by central authorities of the national government, instead of giving back to the people. This caused chaos. To regaining support of people, the government established the Alien Property Office in Shanghai to deal with this kind of property dispute. Unfortunately, however, there was another bureau called Land Administrative Office which also shared the power regarding to estate. Inefficiency and public discontent ensued from the overlapping of management.As a result of collective petition, the Executive Yuan agreed to set up an advisory committee with exclusive power on occupied-lands issues. Cases would be tried by basic groups, and then go the committee for a second trial. The committee organized five meetings for the trial of 161 cases, but the resolutions were nonbinding for most central authorities, and have therefore not been implemented or even tampered with. At the same time, a majority of complex property cases made it more difficult. The matter hadn’t been solved until Shanghai was liberated in 1949.The treatment of lands by the national government is an epitome of the national government’ restored sovereignty. By looking throughthe treatment, we could see how the national government did its best, but still failed with a heavy burden. And maybe we could furthermore understand the reason why the Kuomingtang failed in restoring its sovereignty.
