Study On Gu Zhenglun Governed Gansu Province(1940-1946)

Gu Zhenglun served as chairman of the Gansu province in November 1940.He put forward "the pursuit of stability in the progress" as a political slogan at the beginning of his administration. And he put the emphasis on development and construction. In his tenure, he was able to grasp the opportunity and recognize the situation and attach great importance to talent introduction and resolutely implement the central decision-making and make the various policies combined with the actual to promote the development and progress of Gansu province.In terms of political construction, Gu Zhenglun led the government to formulate the development plan, points out the direction for the development of Gansu province. And he actively answered the Central Committee’s call about the implementation of "New Xian Zhi" to promote the development of local autonomy. At the same time, he advocated the establishment of the city in Lanzhou and presented Cai Mengjian as the fist mayor. This opened the prelude of Lanzhou municipal construction. In addition, he rigorously enforced the ban on politics and eliminated opium, which is conductive to the civilization and progress in Gansu province.In terms of economic construction, Gu took several measures to stabilize commodity prices that safeguard people’s living standards and consolidate the stability of the rear area. He also built railways and highways to promote the road network construction of Gansu, which is conductive to the prosperity of transport services. And furthermore, he supported the water conservancy that increased the irrigation area and promoted the agricultural development.In terms of educational construction, he had been set up national schools generally that promoted the development of primary education. By adding secondary schools, vocational schools, and normal schools to completed the goal of "building school in partition". Furthermore, by creating the National Northwest Medical College and developing National Northwest Agricultural and enriching Gansu College and moving to Northwest Normal University to facilitated the establishment of Gansu Higher Education System.In addition, Gu Zhenglun attached importance to launch the Donation Compaign of Consolating Force and strengthen the construction of civil air defense while he encouraged the educated youth to join the army. All construction measures which Gu Zhenglun had took in his tenure not only make sure the frontline supplies but also promote the development of Gansu local business which laid the initial foundation for the development of Modern Gansu.
