The development of the United States was strongly associated with seas in each period. Pursuing the freedom of the seas is an important part of American foreign policy. Freedom of the seas does not only mean the freedom of maritime navigation, but also the freedom of the interstate commerce.When the World War II broke out, the United States declared to keep neutral rights for the freedom of navigation and commerce. With the increasing naval clashes between the United States and German, the United States joined the war finally. During this period, American naval forces and its international status both had improved significantly. By this moment, the sea policies of the Roosevelt administration had obviously changed. The policies tended to command the seas, instead of keeping the freedom of navigation and commerce. The policy of commanding of the seas had a profound impact on future generation, which became a new principle of American foreign policy.
