Due to the reliance onmarket, the film industry was the first to break the bondage of planned system in thecultural department. Planned film system was an important part of the plannedeconomy system. On the one hand, the system allocated film production anddistribution of resources by the power of the government. On the other hand, thegovernment was unable to do all the transaction, so within the system could beconfigured to allow a certain range market resources. This was the contradiction ofthe system design making there existed the game between government regulationand market mechanism. The game has promoted the reform gradually. Thedeepening of system reform processed from the pursuit of industry economic benefitand the expansion demand of market. This led the reform to outside system. Thecomprehensive reform has improved the market competitiveness and flourished thefilm industry.This paper made has made comprehensive analysis of the formation of theplanned film system and the reform inside and outside system to clarify therelationship between government regulation and market mechanism, and alsosummed up the current situation, the existing problem and the reform bottleneck toput forward the idea for the reform path of the film industry.
