In the wake of developments in science and technology, man has become unimaginablycapable of controlling nature and society. Man are pursuing the research and innovation ofnew technology, but also are fearful of the technology beyond human’s control which haspenetrated into all aspects of society and brings about serious influence on naturalenvironment, society, physical and psychological health. The social problems and ethicproblems triggered by technology fear are increasing apparent, and have seriously affected thesociety and the citizens’ physical and psychological health. Along with social progress andeconomical globalization, scholars come to study ethic problems of technology fear, which issignificant for ecological balance, social harmony and citizens’ physical and psychologicalhealth.This thesis first gives a introduction to the concepts of technology and engineering,which discloses the relationship of engineering and technology, points out the meaning of fearand technology fear. Second, it proceeds with social problems triggered by technology fear,discourses respectively from views of social problems, citizens’ physical and psychologicalhealth and ethic problems, and then by analyzing social phenomenon’s, finds out two reasonstriggered technology fear: technology threat and absence of democratic decision-making,which will help avoiding technology risks and solve ethic problems during technologyengineering. Last, according the reasons mentioned above, by analyzing the choice oftechnology engineering, technology innovation decision-making, and site selection ofengineering, the thesis elaborates the main points of engineering decision-making; byanalyzing the citizens’ ethic appeals from principles of justice, notice, consent and no-harm,the thesis puts forward some methods to solve these ethic problems. In all, a harmonioussociety could be developed by establishing scientific decision-making system, respectingcitizens’ appeals, and emphasizing technology innovation.
