Changjiang river shipping has insisted since ancient times, but the governmentdid not formally set up a relatively standard shipping affairs management institution,after the defeat of opium war, Changjiang river navigation gradually fell into thehands of foreign invaders. After the opening of yichang、chongqing, foreign invasionforce gradually intruded into the inland areas of western China, and then controlledChangjiang river’s shipping administration affairs. In1931, in order to clear themanaging scope of Administrational of Navigational Office,the ministry ofcommunications of the national government setted up Administrational ofNavigational Office in Harbin, tianjin, Shanghai, hankou, guangzhou five cities,hankou Administrational of Navigational Office has jiujiang, changsha, yichang,chongqing four offices, and then chongqing become an important part of theChangjiang river shipping administration system.At the beginning of theestablishment of Administrational of Navigational Office, the personnel quality waslow, and had large number of the local shipping administration institutions, theministry of communications subordinate navigation political situation is relativelylimited in exercising their functions and powers. With the outbreak of theanti-Japanese war, the shipping and navigation bureau in Harbin, tianjin and shanghaigradually closed, only can exercise their function were hankou and guangzhou bureau,the position of hankou Administrational of Navigational Office rose gradually in thewar of resistance. After shanghai and nanjing were occupied by the invaders, thenational government moved to chongqing, hankou Administrational of NavigationalOffice then moved to chongqing and then insteaded Changjiang RiverAdministrational of Navigational Office, in such a special period of the Anti-JapaneseWar, Changjiang River Administrational of Navigational Office improved thenavigation administration rules and regulations and other measures, getting asustainable development.In the process of the government moving and the post-wardemobilization,Changjiang River Administrational of Navigational Office play an important role of the whole war,such as scheduled the shipping、limited the price of shipping、builtnew port and established the infrastructure construction and so on. But because of thespecial historical conditions and specific national conditions of China, ChangjiangRiver Administrational of Navigational Office also had a lot of deficiencies, forexample, in the period of hankou Administrational of Navigational Office, themanagement was not seriously enough; It was Greatly influenced by the war; Theadministration management measures was not perfect; For the selection of navigationadministration management have limitations, nepotism, local factionalism and so on.From the establishment of Changjiang River Administrational of NavigationalOffice, after the Anti-Japanese War, the govenment moved, demobilizationtransportation several stages, it has made great contributions of inland waterwaytransport, at the same time, the navigation administration building and shippingmanagement represents the wartime China’s development level of the wholenavigation administration career, and it has laid a certain foundation for the followingdevelopment of the navigation administration building.
