The Survey On Reform Of Chinese Movie System In The Context Of WTO(2001-2012)

This Paper mainly investigates that Chinese film reform during2001-2012years as a study object,after China joined the World Trade Organization (WTO), China’s socialist market economic system reformation,cultural system reformation continued to move forward, gradually deeper opening up.China’s film also began to gradually reform the system, the main areas of reform is the film distribution, production, screenings. This paper is divided into for chapters:The first chapter,"Introduction".It is divided into three parts,which is about carding of the background of this paper,material and statement of the problem’s significance and methods.The second chapter,"Chinese movie reform background", mainly in the WTO "GATS" on the film as the definition of trade in services and the "List of Article Ⅱ Most-Favored Nation," and "protocol on the accession of the People’s Republic of China " annexed " List of Article ⅡMFN Exemptions"as the basis for " China and American Film Agreement "as specific examples of external factors as the movie reform. In order to fulfill requirements of China’s accession to WTO " Agreement on Trade-related Intellectual Property Rights".China government has revised the " Patent Law" on the "Trademark Law","Copyright Law" and other major basic legal protection of intellectual property,"China and America IPR WTO trade dispute cases "after June5,2008the State Council promulgated the" National Intellectual Property Strategy "to strengthen the film copyright protection. Internally, our undertakings are in urgent need of reform in order to figure adapt by both domestic and foreign resources, stage and condition of the two markets.Successful reform would mean anyone who should get more resources to seek greater development.Combined with Chinese cultural system, depending on the nature and function of cultural institutions, through the "restructuring" of cultural institutions from the national administrative system of discrete units out and began to market directly to independent living. While speeding up the construction of socialist culture market,and promote the development of cultural industries.however, the film industry as an important part of the nation cultural industry, the cultural system reform has become the internal factors of the movie reform.The third chapter,"Chinese movie reform". After China joined the WTO, the main contents of the movie reform movie distribution, movie production, screening mechanism reform. Third, State Administration of Film of the Republic People’s of China have made industry standards, in order to promote Chinese industrial development.Government adjusted contradiction of the movie box office between the movie-producers and theaters and returned movie special funds or by returned the form of capital subsidy,in order to encourage domestic production of digital film,digital cinema, promote the development of film industry.
