Guangxi provided a great numbers of troops for Sino-Japanese War, moreover, the enlistment process went smoothly, people registered actively. The Achievement of mobilization of Guangxi closed related to a lot of factors which formatted the precondition of matters on mobilization:the general policy of mobilization by the National Government, the military laws and regulations in Guangxi, the administration of military service, the detailed scheme on mobilization of military service, etc. More importantly, the fundamental cause of such effectual result on mobilization lies in the "Construction in Guangxi" movement which ran by the neo-Guangxi regime since1931. The essence of the construction movement is building the endogenous system of "Combining War with Daily Life". In fact, it is the system that laid a solid foundation for the mobilization later. The mobilization in Guangxi went relatively smoothly, compared with some provinces such as Sichuan, where occurred event of mass revolt during mobilization of military service. The thesis will compare the system of Guangxi and Sichuan, i.e., the "Combing War with Daily Life "system in Guangxi and the "Temporary" transform forced by the National Government in Sichuan, aim to explore the different effect on mobilization. As a result, it is concluded that the "Combing War with Daily Life" endogenous system is the root cause to ensure the effectiveness of mobilization.The first chapter introduces the basic overview of the military mobilization by National Government during the war. It gives a briefly description about the basic ways of the mobilization of military service with view of government, including laws and regulations, the mobilization of spirit and so on. The brief results of mobilization is also introduced in this part. When the war broke out, the National Government issued the quotas of mobilization to each province, according to the population base in the country, the total number of men and the population of each province. Actually, the result of mobilization turned out to count more than eighty percentage of the planned one, which prove that the work on mobilization worked well in the general view of whole country.The second chapter gives a detailed analysis on the specific implementation of mobilization on military services. The analysis involving the specific laws and regulations, the implementation of military administration and the specific measures. The result of mobilization is evaluated in three viewpoints (the completion rate, breadth and validity).Besides following the general principal of military service by the Central National Government, Guangxi made the provincial military laws and regulations, i.e. The Practicing Regulation of Guangxi conscription Law and relevant auxiliary law. The three level military service administration (the highest military headquarter of Guangxi province, the militia headquarter of each region and military branches interspersed among country, village and street) also being established. The method of draw lots being developed as well. All of these lead to the completion rate of eighty percent on mobilization, the breadth including students and the achievement to reach an unprecedented validity.The third chapter discusses the basic roots of the effectiveness of mobilization in Guangxi, namely, the "general system" which formatted in the period of construction. Before the breakout of the war, Guangxi had begun the construction in a serial ways:the militia construction in military aspect:the economic development on agricultural, forestry, industry and commence; the cultural development on education and social customs. All of those focus on "military construction", auxiliary with construction on political, economic, cultural and others parts social construction. It is the "General system" which ensure the validity of mobilization in Guangxi.The fourth chapter contrasts the mobilization of Guangxi, which is relatively smooth, and that of Sichuan, which even occurred mass revolt during the process. The substantive reason will be discussed. The previous chapter had been discussed the implementation of mobilization on military service in Guangxi and the "general system" is the point that ensure the validity of mobilization. In this part, it would be concluded that the essence of that system is the endogenous system of "Combining War with Daily Life". While the mobilization of military service system reform in Sichuan was inherited the National Government, which is drive by external force, not an endogenous one. So it is the transform between old system and new one didn’t work well, which made a significant problem, i.e., the breaking out of mass revolt. After comparing the situation of Guangxi and Sichuan, the conclusion is that the system made the difference. To be exactly, the endogenous system of "Combining War with Daily Life" is relatively effective than the "temporary" transform forced by external force in Sichuan, the former ensured the effectiveness of mobilization on military service.Finally, the substantive reason of the validity of mobilization on military service in Guangxi is summarize once again, the one also the main point of the thesis,i.e., the endogenous system of "Combining War with Daily Life" ensure the effectiveness of mobilization on military service.
