In the background of economic globalization, subprime mortgage crisis has brought its huge impact to not only America’s economy but also the global market. As one of the most important emerging markets, China’s real estate sector is also affected. This thesis takes the author’s practical translation of an American congress report Reforming America’s Housing Finance Market as a case study, discussing the ways to enhance translation quality according to Skopos theory. It is also a summary report of the author’s fulfillment of the translation task. This thesis probes into the directive function of Skopos theory to translation practice by theory analysis and case study in order to provide positive enlightenment and reference to related translation personnel. It also aims at helping economists at home deepen their understanding of the fundamental flaws of America’s housing finance market as well as American administration’s reforming efforts. The thesis is made up of six chapters------forewords, task description, processdescription, translation theory, case analysis, summary and conclusion. Among these parts, task description and process description give a comprehensive introduction of the whole task including background information of the source material, analysis of text typology, and fulfillment of the task. Case analysis is the most important part of all which uses Reforming America’s Housing Finance Market as source material to discuss translation strategy and skills under the guidance of Skopos Theory and sums up the translation experience. The author thinks that as for the translation of informative text, various skills should be used with flexibility to ensure both the correctness and understandability of the translation so as to achieve the goal of correct information delivery.
