Study On Electronic Health Records Sharing Impact Factors Based On Stakeholders Analysis

Objectives:Data sharing services of electronic health records (EHR) is the key element of regional health information network. The dissertation aims to analyze the interests of stakeholders demand in the process of construction of electronic health records sharing and discuss the critical factors which affect the construction of data sharing electronic health records based on the comprehensive literature review, theoretical basis study and stakeholder analysis. In conclusion, recommendations are provided to improve the data sharing services construction of EHR in China.Method1 Literature research and is used to summarize both domestic and foreign experiences of services system construction on the data sharing of electronic health records;2 The network questionnaire investigation is used to understand current situation of construction of electronic health records in China;3 Stakeholder analysis and expert consultation are used to analyzing the interests of stakeholders demand in the construction of data sharing electronic health records.Expert consultation methodResults:1 Main theoretical basis of electronic health records sharingTheoretical guiding function of public goods theory, public choice theory, theory of managerial craftsmanship and stakeholder theory is analyzed for electronic health records sharing, which aim to provide theoretical guidance and methodology for the analysis of the main factors affecting electronic health records sharing.2 Policies and practices of electronic health records sharingThis section introduce the foreign and domestic experience of services system construction on the data sharing of electronic health records from the four aspects of the organizational structure, the reinforcement of responsibility and supervision, improvement of data sharing standards and emphasis on security and privacy protection. Existent problems in electronic health records sharing were analyzed based on the above analysis.3 Stakeholder analysis of electronic health records sharingThe stakeholders are defined from the five aspects of the government department, medical institutions, medical staff, residents and medical companies. And according to the importance level on electronic health records sharing, the stakeholders divided into key stakeholders, important stakeholders and secondary stakeholders.Conclusions:1 Electronic health records is quasi-public goods, between public goods and private goods. There are multi-principal-agent relationships between different stakeholders in the construction of electronic health records sharing. Electronic health records’ sharing has the characteristics of cross-department cooperation.2 There are serious problems of electronic health records sharing from the aspects of management mechanism, system interworking, standard establishment, information security and privacy protection, even though some advantages have achieved already.3 Health department, financial department, community health service institution, medical staff, residents and software vendor are the key stakeholders of electronic health records sharing.Suggestions1 Improve related supporting policies regulation in order to promote health information sharing;2 Definition the obligations and authority of governments involved in cross-boundary electronic health records sharing;3 Achievement sustainable investment and guide multi-participation;4 Enhancement the professional team of electronic health records sharing and scientific appraisal mechanism;5 Improvement of data sharing standards;6 Focus on security and privacy protection.
