Research On Kunming Implementation Problems Of Salvage Rehabilitation Policy For The Disabled Children Aged 0-6

The 12th five-year plan has just come to en end,how did the "Colorful Dream Action Plan" practiced in Kunming,which was under the policy of salvage rehabilitation aid. What result did it obtain,While what deficiencies did it have.According to the completion of the tasks for 2011 to 2015, what significance and prospects will be for the next five years.Based on the issues above,The author took a deep research on the three designated rehabilitation facility,respectively for three types of disabled children such as deaf children(artificial cochlea),cerebral palsy and autism.By filling in and recycling 95 effective questionnaires,visiting 58 interview object such as parents,designated rehabilitation institutions’ and DPF staff, foreign experts,the author analyze the basic situation of the disabled children, the rehabilitation effect factors,and the differences between the three categories of disability.The conclusion of the analysis is that cerebral palsy is the most ideal "poor" target group for aid;Deaf children (artificial cochlea) have highest recovery rate so that they are most prominent "salvage" target group for aid;The autism have characteristics with lifelong rehabilitation,while the parents generally own high level of education,so that the policy can be targeted to provide a better knowledge of rehabilitation training and exchange platform.The research framework of the paper is mainly divided into three parts:the first part is a comb of the research object,the policy and the combing literature;the second part is mainly the result of the questionnaire data analysis;the main content of the third part is to summary the implementation problems of "Colorful Dream Action Plan",and put forward the corresponding countermeasures and Suggestions for the policy of salvage rehabilitation aid.Through the research of the three fixed-point rehabilitation facility, in combination with the interviews with parents and the staff, three problems have mainly been found in the process of policy implementation.First,the communication between disabled persons’ federation and fixed-point rehabilitation facility is not that smooth.Second,the regulation from disabled persons’ federation to designated agencies is not enough.Thirdly,there are limited recovery time in the rehabilitation facility,while later rehabilitation can not follow up after the program finished.What’s more,the corresponding countermeasures are also put forward. First, disabled persons’ federation and designated rehabilitation institutions need to build a professional third party assessment and supervision institution.Second,expand the scope of the aid of disabled children.Thirdly,intensify the building of special schools and set up establish policies to encourage regular school receiving the disabled children.Finally,give vigorous support to the private rehabilitation institutions.
