According to the literature, the self-designed questionnaire of medical staff and patients and family members of the questionnaire, including 202 medical personnel engaged in CT biopsy of the medical staff, patients and their families 500. The main contents of the patients and their families, medical personnel legal rights(the right to know, privacy, medical protection) in the process of CT puncture biopsy; the medical institutions, medical personnel qualification status, legal liability, etc.. Semi structured interviews with other clinical departments and health administrative departments of the Qigihar area, making the interview outline, and effectively understand the actual needs of the medical staff in the medical staff of CT puncture biopsy, and to collect the feasible suggestions for the staff of basic level. Epidata software is used to establish database, and SPSS16.0 is used to analyze the data.Results: the imaging department to carry out CT biopsy of the doctor technology level is not high, the medical ethics is not standardized, the operation process increases the incidence of complications, thereby increasing the risk of medical disputes; the health administrative departments for the development of new technologies, new project access system, lax review shall not carry out carefully, the risk of CT biopsy increased micro imaging department; public opinion on people’s cognitive orientation has no positive guidance, the intensification of the doctor-patient conflicts, the deterioration of the environment in the development of new technologies; do not understand the medical knowledge, do not know how many complications can not avoid the examination and treatment process, and the use of legal awareness of self-protection too strong, leading to an increased incidence of medical disputes.Conclusion: In the course of CT, we should reduce the information asymmetry between doctors and patients, and increase the understanding and recognition of the medical staff and CT biopsy, and eliminate the conflicts between patients and their families. Specification by CT guided percutaneous biopsy diagnosis procedures, strengthen medical staff thought moral construction and CT guided percutaneous biopsy in diagnosis and treatment of business training, eliminate medical ethics, and comprehensively improve the overall quality of employees. Medical institutions should be norms to engage in business of CT guided puncture biopsy of medical personnel, increase health investment for CT biopsy hardware and software equipment resources, and taking account of the legitimate rights and interests of doctors and patients.
