Township health centers undertake public health services and basic medical function. Countries have done a lot of investment in health clinics in towns and townships. However, there is a gap between the situation of health reform of township health centers and requirements of the state. In this paper, some problems are found in the implementation of national policies through investigation, interview related personnel in township health centers. This article mainly from five aspects of Towship Health Centers development concept:The first part introduce the theory about Towship Health Centers, and explain what are Towship Health Centers. Towship Health Centers are in charge of basic public heath services and basic medical. In political theory, there are three theories for government responsibility in health. One is the theory of social security. The basic health care system belongs to the scope of social security. Social security is a national mandatory, which is to protect the social disadvantaged groups to maintain basic life. Social security is a social balance, which plays an important role in safeguarding the development of the national economy. Public health and basic medical care belongs to the health care of social security system, which are one of the national responsibilities. The second theory is the modern public service theory. This theory requires the establishment of public service-oriented government, which involves the basic public health services in the responsibility of the service oriented government. The third is the Steady tightening of three real spirit. All of medical workers and managers should cultivate their moral, be strict with themselves, and be real. Government policies should be strict in unavailability, the support should be truthful.The second part discusses Township Health Centers progress with support of government. According to the reform of the medical and health system, the state will focus on the basic grass-roots health care reform. It stresses the need to promote the medical work, resources in rural areas and equal access to basic public services in urban and rural areas. Corresponding with this idea, countries have done a lot of investment in health clinics in towns and townships. One measure is to improve the infrastructure investment and construction of the township health centers. The second measure is to increase equipment of the township health centers. The third measure is to carry out the basic drug system in township health centers. The fourth measure is to strengthen the talent introduction and training of township health centers. The fifth measure is to guarantee workers basic income in township health centers.The third part explains some problems in the implementation of national policies through investigation, interview related personnel in township health centers,and analyses the main reasons for these problems. The problems: One problem is the poor operation of a new mechanism for the reform of township health centers, such as shortage of talent, reduced enthusiasm of the medical staff, difficulties in attracting and retaining foreign talents, lack of the basic types of drugs and financial imbalance. The second problem is the imbalance of focus on medical care and ignorance of basic public health services in township health centers. The detailed problems are insufficient professional personnel and the small proportion of expenditure for public health service. The third problem is the classification treatment system is not in place and fewer patients in township health centers. The main reasons: Due to the low treatment of township health center and increasing basic medical service based on the task of basic public health services, it is difficult to retain and attract talents. The other reason is that the relative lack of government compensation affects the normal operation of township health centers. The third reason is the lack of management restricts the development of health clinics in towns and townships, such as the slack education and training management, flap performance assessment and shortage drug supply. All these have restricted the development of township health centers. The fourth reason is that the contradiction between doctors and patients makes the township health centers more conservative.The forth part focuses the author puts forward some feasible suggestions with the examples of innovation of township health GN centers. Firstly, improve enthusiasm of the medical staff. Secondly, it is necessary to strengthen personnel training, which requires to introduce talents and to strengthen the existing staff training, especially to cultivate rural medical staff who can stay long in the grassroots. Thirdly,it should increase support for the township health centers. The government should increase efforts to make compensation with the medical reform. The health center should also increase the support for township health centers and give encouragement for best workers in health centers. Fourthly, township health centers should improve management level, which also needs government to improve management, training. drug management system, include patients satisfaction in the township health centers in the scope of examination and build a harmonious doctor-patient relationship. Fifthly, it is of necessity to encourage grassroots innovation and solve the problem of health clinics in towns and townships.
