Objective: Based on the study of HL7 and IBM WebSphere MQ, to design a HL7 and WebSphere MQ-based Drugs Rational Usage Guideline System through the integration of various information subsystems, to assist the clinician in prescribing, make intelligent judgment of prescribing rationality, reduce the workload of prescription evaluation center’s pharmacist, and enhance the efficiency and quality of hospital pharmacy management in all aspects. Methods: the integrated platform adopted IBM Websphere MQ V7.0 Message Oriented Middleware as master data management system, to push domain code mappings and dictionaries to medication decision-making system. Each information subsystem interacted with rational medication software through Websphere MQ queue. HIS built up Web Services, taking HL7 as message standard to achieve real-time transmission of return information. Based on clinical drug specifications, data of various systems was applied to achieve rational medication decision support function. The system has been launched in a Grade 3, Class A hospital. 28988 and 29322 outpatient prescriptions of the hospital from May to June 2015(before launch) and July to August 2015(after launch) respectively were selected, and SPSS17.0 and Excel2007 software were used for statistical analysis. Results: High integration of HIS, LIS, integrated platform and rational medication system through HL7 and WebSphere MQ built up a highly efficient, easy-to-expand Drugs Rational Usage Guideline System. Tested and used, the system effectively verified the feasibility of the proposal. The proposal is designed to meet the strong time-sequence and distributed requirements to achieve the hospital’s medication decision-making system functions. Comparison showed, after the launch of the system: the number of irrational prescription significantly reduced; antibiotics use, days of drug use, and types of drugs slightly lowered; prescription qualification rate increased obviously; the workload of pharmacists in prescription evaluation significantly reduced. Conclusion: the design proposal of HL7 and WebSphere MQ-based Drugs Rational Usage Guideline System is in line with the actual needs of the hospital, and can enhance clinical medication quality and reduce the workload of clinical pharmacists, thereby improving hospital’s pharmacy efficiency.
