Performance Assessment Of Medical Equipment Above 1 Million Yuan In One Grade AAA Hospital Of Qiqihar City

Objective:Analyse the utilization of medical equipment above 1 million Yuan in one Grade AAA hospital of Qiqihar city, Evaluate performance situation of medical equipments above 1 million Yuan in one Grade AAA hospital of Qiqihar city at the scientific and practical point of view, aiming to improve economic benefit and social benefit in a grade AAA hospital. Methods:Based on the review of the relevant literatures, we collect the medical equipment above 1 million Yuan allocation and utilization data in one grade AAA hospital of Qiqihar city, by summarizing the numbers of medical equipment purchased, countries of development before 2015. In addition, we established the medical equipment above 1 million Yuan utilization assessment index system through questionnaires and Delphi method. At the mean while, different weight was added for each index. We also performed the cost evaluation of medical equipments above 1 million Yuan,, in orderto explore ways to improve the allocation efficiency. Results:1. Prior to year 2000, there was limited investment of medical equipments above 1 million Yuan in one Grade AAA hospital of Qiqihar city. The hospital’s medical equipment investment has been improved since 2000-2010, 29 additional medical equipments above 1 million Yuan were purchased during this decade; Since then, the hospital added another 33 medical equipments above 1 million Yuan by the end of 2014.2. Among 62 medical equipments above 1 million Yuan in Grade AAA hospital of Qiqihar city, 52(83.87%) are functioning well; 10(16.13%) are functioning with minor issues; all the equipment worked normally unless it was scraped.3. By looking into the price of medical equipment above 1 million Yuan, most equipments were purchased price below 3,000,000, whose number is 34,54.84% in total; 12 equipments were purchased at 3,000,000 to 5,000,000, 19.35% in total; 5 equipments were purchased at 5,000,000 to 10,000,000, 8.06% in total; 11 equipments were purchased over 10,000,000, accounting for 17.75%. Conclusions:1. Investment in medical equipment above 1 million Yuan improved significantly in one Grade AAA Hospital of Qiqihar city, the utilization assessment index system was comprehensive and the assessment methods was proper; the price of large-scale equipmentwas well controlled.2. Most medical equipment in one Grade AAA Hospital of Qiqihar city were utilized at full capacity. However, there is some under utilized equipments.3. Financial resources of medical equipment above 1 million Yuan in one Grade AAAHospital of Qiqihar city is mainly from self-raised funding, 98.39% in total.4. The medical needs for medical equipment above 1 million Yuan will be mainly for MRI, CT, advanced ultrasound, digital X-ray machine(hereinafter referred to as DR) in One Grade AAA Hospital of Qiqihar city in next five years.5. Cost recovery rate was highest for Gastroscopy and colonoscopy, followed by ACA,Color Doppler ultrasound, CT, X ray device, SPECT, radiophotography in descending order.
