Objectives:Use of Hami district health services survey data in 2013, calculates Hami district residents disease economic burden, explore farming ethnic areas in western residents disease economic burden of urban and rural areas, national distribution and disease category, and analyze the related factors influencing the residents’ economic burden,explore the effective ways to reduce the residents’ financial burden, for the decision-making department of health economic policy and provide confirmation basis for disease control and prevention measures.Methods:Data from this study Hami district health service survey in 2013, choose the disease economic burden related index were analyzed. Disease classification according to the 2004 world health report in the global burden of disease classification method, based on the prevalence.Using two step model and human capital method respectively to calculate direct economic burden of residents and indirect economic burden; Using multiple linear regression model analysis(outpatient and hospitalization) directly and indirectly influence factors of the economic burden.Results:1. The total economic burden of diseases was 16.15 billion in Hami district, and the direct economic burden accounted for 91.3%, indirect economic burden accounted for 8.7%. The ratio of direct economic burden and the indirect economic burden for the 1:0.1. Urban residents’ economic burden is about 2 times that of rural residents, but direct non-medical economic burden of rural residents is higher than city residents.2. According to the disease category, class II disease(chronic noncommunicable diseases) economic burden is 1.437 billion yuan, accounting for 89.34% of all disease economic burden; Class III(poisoning disease and injury and other diseases) economic burden is 126 million yuan, accounting for 7.25%; The first class I disease(infectious diseases and parasitic diseases, obstetric and perinatal diseases) economic burden accounted for only 3.41% of the total economic burden3.The hypertension prevalence rate was 114.50 ‰, diabetes prevalence was 31.67 ‰. The han nationality and minority residents annual economic burden of hypertension patients respectively accounted for 42.7%, 72.8% of residents’ per capita income. Diabetes annual economic burden of its residents’ per capita income accounted for 141%, 181%.4.Based on the analysis of the factors affecting the economic burden of diseases: The influence factors of outpatient direct economic burden is the level of medical institutions;The influence factors of hospital direct economic burden is the level of medical institutions and the number of days in hospital;The influence factors of indirect economic burden is sex and hospital organization level.Conclusion:1. Economic burden of the people in hami area is relatively serious, easy to cause because of sickness poor and Chinese due to illness. If potential health service demand, increase economic burden in the region will have considerable room for growth.2. The main source of the disease burden of chronic disease mainly is associated with an ageing population in the area and higher risk. Injury and poisoning diseases is second to the chronic disease burden.3. Disease prevention and control of high blood pressure, diabetes should be included in the key, and the prevention and control measures should be taken according to different nationalities.4.The institutional level of the hospital and hospitalization days was the main factors affecting hospitalization direct economic burden.
