"Prevention first" is the consistent principle of disease prevention in China. Decades of successful practice has got good reputation from international communities and has been promoted by World Health Organization. After the entering to the new century, the Party Central Committee and the State Council sized up the situation, they made many important deployments to strengthen and control the disease prevention system. The second meeting of Party’s17th session stressed:fully perform the functions properly, carry out government performance management and build up a performance evaluation system and mechanism. Disease prevention and control system,acting as the main body of public health services, which provides the service for the society and the public disease control and prevention It consists of one of the important contents of public service government."The opinions of the state council on deepening the reform of medical health system, by the central committee of the communist party of China,"(China,[2009] No.6) has clearly put forward that the public health system need to "strengthen the performance evaluation, improve theefficiency and quality ofservice ","promote the public health service equalization step by step".The system of disease prevention and control starts from the requirements of the target of government social development, In order to establish a regional performance evaluation index of disease prevention control, which reflects the overall work effect in a particular area, with the mechanishm of "government leaded, departments collaborated, health certered, social participated". Guided by the requirements of public function from three levels of institutions of disease prevention and control, including the provinces, districts and the cities and counties, to establish a performance evaluation system which reflects all levels of disease prevention and control institutions including the process of working, quantity, quality, ability, performance, public functions of the policy environment and input of the resources. Follow the operation law of "outcome-process-outcome". On the basis of five dimentions as the choosing indicators, which are the social environment, working foundation (people, finance,articles), the process of working,the outcome of the system, and the health results. Select the comparison bewteen horizontal and vertical comparison, standardize the gap analysis, clustering analyisis, multidimensional self-evaluation method. The performance evaluation regards the controlled ability construction of disease prevention and system optimization as the starting point, ensure the operation law of disease prevention and control system, the achievements, the existing question, propose an optimized strategy of resource allocation,ability construction, the implementation of duties and other aspects, in order to continuously fullfill and improve the system performance, optimize the system’s target. What we will do is to better understand and master the current status, achievements and existing problems of disease prevention and control, then can offer a proposal for future improvements.
