For the moral hazard of the doctor inducing the patient,in this article,I contends that it is the major factor which is the information dissymm-etry that influence the inducing behavior of the doctor. To decrease the moral hazard on the basis of improving the ways of the feedbacking and receiving the appraised information, I propose a model of the third-party payment and construct a model of alipay-copying,a system of feedbacking the appraised information to stir the behavior of the doctor and control the moral hazard. At last, I design a way by constructing the function of the pharmaceutical dosage and using the principle of profit maximization. In this process, the using of the logarithmic function is contributing to the convenience of analysis and making the abstract conception to be understandable.In the study which is previous, the researchers are from the risk of moral hazard overall perspective to measure and to prevent and avoid moral hazard, however, it is at least from a single perspective to conduct an in-depth ethical risks of a dimension to the analysis. This article is based on urban medical doctors induced consumption of moral hazard, and found that the level of information between asymmetric is affected doctors induced consumption of the main factors.At the same time, with the increasing information which is feedbacking and receiving,it can reduce the doctor induced risk,and on the basis of innovation,I set up a fitting alipay model with the third-party model,the evaluation information which is feedbacking can inspire the hospital behavior to control the occurrence of induced consumption and control risk as much aspossible. In this study,with learning from the successful operations of Taobao,through the evaluation of the patient and thereby control the government and the level of compensation paid to the prevention and control of induced risks. Construction of medicine using scalar function and using the method of profit maximization behavior to motivate the hospital, to facilitate analysis with the logarithmic function. The study it is assumed that the Government of the patient’s evaluation of information of the response is the adoption of a certain degree of medicine is supplied to the change, and medical changes will inevitably cause hospital income structure of the adjustment. The theory of the profit maximization and constructing the medical function which is in the study, in order to realize the profit maximization under the condition of in hospital, without any increase in government under the premise of medical expenses, by health run efficiency increased health benefits of whole society. And, this study introduced deliberately bad review of patients with certain limits, namely the government to give the patient’s medical quantity compensation has certain limit, unlimited supply, when after they reach a certain supply so as to supply the largest medical supplies.
