The Research Of Comparison And Amendment On Registration System For Chinese Medicine

Chinese medical Science is the treasure of traditional Chinese culture, what’s more it is a precious heritage of the world traditional Medicine. It has been playing important role in reproduction and prosperity for the Chinese civilization. Chinese medical Science is an important part of our health system, at the same time, our country has been attaching great importance to the inheritance and development of it, and it had been written into the Constitution in the year1982, which means the development of the Chinese Medical Science has been a basic policy of our country. Chinese Medicine is an important part of the traditional Medical Science, and is the material basis of it, which means the development and innovation of the Chinese Medicine is of great importance to the development of Chinese Medical Science. Since the founding of our country, the Chinese Medicine registration system has experienced from none to scratch, and continuous improvement process. Since the distinction between Chinese Medicine and Western Medicine registration system in1985, the revision of the Chinese Medicine Registration Regulations has never been ceased. In the21th century, our country has issued three amendment of the "Medicine Registration Regulations" to adjust the policy during eight years, what’s more, in order to reflect the unique nature of the Chinese Medicine, our country promulgated "the Supplementary Regulations Registration for Chinese Medicine" in2008, and give qualified species special measures. But judged by the relevant Statistics since2009, there are a lot of imperfections exists in the Chinese Medicine Registration system, our country should improve it comprehensively, systematically and correctly.This paper will regard Chinese Medicine Registration system as research object. Firstly, the paper will divide the registration system into different historical stages by longitudinal comparative study, and compare the differences to find the legislation trend, and evaluate the legislation effect by Statistics analysis; Secondly, the paper will introduce the TCM-related drug registration systems of some typical countries or areas, make comparison with Chinese Medicine Registration system, and find out the differences and advantages; Thirdly, the paper will summarize the imperfections of the system by experts interviews, set up the Interpretative structural model according to experts’opinions, divide the model into several systems and make analysis between different systems and layers. Finally, based on the Interpretative structural mode, the paper will make suggestion from system engineering perspective.
