The Evaluation On The Performance Of The New Rural Cooperative Medical System In Qinghai Province

The New Rural Cooperative Medical System as the basic medical securitysystem of rural residents has been set up primarily in terms of institutional frameworkand operation mechanism since the pilot projects established in2003. It relieves therural residents’ medical burden, the utilization of health services has been improvedand the grassroots medical institution has been developed, thus the condition of ruralresidents being into poor or back to poor by illness has been remitted. Theparticipation rate in Qinghai Province had gradually increased to98.29%from86.34%. Now the New Rural Cooperative Medical System is covering the provincewith3.5million farmers and herdsmen. The number of people benefited from theNew Rural Cooperative Medical System had risen up from1.3million to2.8million,increased by1.2times. The cumulative benefit population was17.4million. The NewRural Cooperative Medical System had become the basic medical security systemprotecting the largest population covering the entire province.This thesis is based on Health Economics Theory, Welfare Economics Theory,Institution Economics Theory, New Public Management Theory and SustainableDevelopment Theory, aimed at analysing the effect of the New Rural CooperativeMedical System. We center on how to raise funds, the performance of the funds andhow we can improve the performance by supervising to sustain the New RuralCooperative Medical System. The paper chose3categories, which are input andimplement, operational process and output effect to build the evaluation system of theNew Rural Cooperative Medical System, using factor analysis and the questionnaireto farmers and herdsmen to analyze. We discover the New Rural Cooperative MedicalSystem of Qinghai Province has developed well and has played a positive role insolving the problem of being poor or back to poor for disease. But the New RuralCooperative Medical System still has some problems. At last, we put forward somesuggestions to improve the performance of the New Rural Cooperative MedicalSystem based on the analysis of relevant data. We point out that if we want to developthe New Rural Cooperative Medical System we must develop the local economy first.For the construction of the system itself we propose to restore the social insurance property of the New Rural Cooperative Medical System and strength the publicity ofsystem to avoid risk. We should establish a dynamically automatic growth mechanismof financing to guarantee the premise of the sustainable development of New RuralCooperative Medical System. We should also adjust and perfect the compensationscheme scientifically to provide motive power of New Rural Cooperative MedicalSystem to develop sustainably. We ought to connect various kinds of medical securitysystem and increase medical care resources tilting to rural area. At last we propose tostrengthen the management ability of New Rural Cooperative Medical Systemconstruction and supervise the revenue and expenditure of consolidated fundscientifically.
